Why?

I have recently moved jobs and offices at Sheffield Hallam University and there is a sign in the bathroom is causing me some confusion.

It reads:

"Please wash your hands before and after using the toilet."

Why in the world do I need to wash my hands BEFORE using the toilet? In this day and age of conservation, it seems to me that this is a bit of a waste not only of resources but of my time.

What if you're pressed on time? Surely washing them after using the toilet is the key hand washing time.

So far, I have NOT heeded the advice to washed my hands before using the toilet, but I'll let you know if I do!
